ABOUT THE ROLE
Our Client is seeking an experienced interim Vice President & Comptroller to provide strategic leadership and managerial oversight for all accounting services, including payroll, for both internal and external stakeholders. This role is responsible for directing the Office of Accounting, ensuring the integrity and quality control of financial systems, and managing accounting functions related to capital improvement, construction, and operating budgets. The VP/Comptroller will oversee the installation and operation of integrated accounting systems, establishment of charts of accounts, and the collection, classification, compilation, and analysis of accounting data. Additional responsibilities include preparation and analysis of financial statements and reports, management of accounts receivable and payable, cash requisition, payroll disbursements, and all financial aspects of property accountability. The VP/Comptroller will coordinate and prepare for internal and external audits, ensure compliance with federal, local, and organizational regulations, and serve as a key advisor to executive leadership on accounting policies and procedures. This position also leads organizational assessments, develops transformation plans for the department, supervises and develops accounting staff, and ensures the department operates as a high-performing organization. The ideal candidate is a collaborative, results-driven leader with a strong background in accounting operations, organizational transformation, and regulatory compliance.
WHAT YOU'LL DO
- Provide overall managerial oversight and delivery for all accounting services for internal and external customers.
- Direct the Office of Accounting, managing day-to-day functions and all accounting operations for capital improvement, construction, and operating budgets.
- Install, operate, and improve accounting systems integrated with enterprise resource planning (ERP) systems; establish and maintain charts of accounts.
- Collect, classify, compile, and analyze accounting data; prepare and analyze financial statements, reports, and time and attendance records.
- Supervise payroll operations, ensuring accurate and timely disbursements in compliance with policies, contractual agreements, and regulatory requirements.
- Manage accounts receivable and accounts payable systems, cash requisition, and all financial aspects of property accountability, including depreciation and amortization schedules.
- Coordinate and prepare for internal and external audits; ensure compliance with Federal, Local, Compact mandates, and industry standards.
- Lead, supervise, and develop accounting team members, including planning, assigning, scheduling, reviewing work, performance evaluations, training, and work assignments.
- Recommend applicant selection, assign duties, resolve grievances, undertake disciplinary actions, maintain employment documentation, and approve leave slips and time sheets.
- Implement and monitor quality control audits and internal controls to ensure financial integrity, prevent misapplication of funds, and improve efficiencies.
- Advise executive leadership, directors, and staff on accounting policies, rules, and reports.
- Prepare and deliver comprehensive organizational assessments and transformation work plans for the Office of Accounting within specified timelines.
- Authorize payments, purchases, check requests, and reconcile departmental ledgers; recommend authorization of payments and procurement actions to the Acting CFO.
- Monitor and establish compliance standards and procedures for mandatory accounting and reporting systems, including NTD reporting to the Secretary of Transportation.
- Serve as liaison with the Office of Inspector General (OIG) and external auditors regarding financial or administrative findings and audit certifications.
- Coordinate funding approvals for procurement actions in accordance with Authority procurement regulations and in collaboration with Operations Services and the Procurement Department.
- Expedite and monitor efficient accounts receivable systems, including integration with grants and customer reimbursable systems, invoicing, billing, collecting, and analyzing reimbursable costs.
- Ensure prompt payment of all Authority debt in coordination with the Treasurer and maintain adequate controls on such payments.
WHAT YOU BRING
- Bachelor’s degree in accounting, finance, or related field; advanced degree or CPA preferred.
- Extensive experience in accounting management, including oversight of payroll, accounts receivable, accounts payable, and financial reporting.
- Proven leadership and supervisory experience managing accounting teams and departmental operations, including performance management and staff development.
- Demonstrated expertise in implementing and operating integrated accounting and enterprise resource planning (ERP) systems.
- Strong knowledge of internal controls, audit coordination, and compliance with federal, local, and industry regulations, including Compact mandates and NTD reporting.
- Experience preparing and analyzing financial statements, organizational assessments, and transformation plans.
- Ability to develop, implement, and monitor accounting policies, procedures, and compliance standards to ensure financial integrity and prevent misapplication of funds.
- Excellent communication, organizational, and problem-solving skills, with the ability to advise executive leadership and collaborate across departments.
- Experience serving as a liaison with internal and external auditors, and responding to financial or administrative findings.
- Demonstrated ability to manage multiple priorities, deliver results within specified timelines, and drive organizational transformation.
