Overview

Our client is seeking a Senior IBM ODM Developer to support their Clinical Utilization Management organization. This role will focus on implementing and maintaining business and clinical rules within IBM Operational Decision Manager (ODM)—enabling automation of authorization decisions and compliance with Medicaid/Medicare requirements for the upcoming 1/1 delivery cycle.

You’ll collaborate with both onshore and offshore teams to design, test, and deploy decision logic that helps clinicians and operations teams make consistent, compliant, and efficient determinations.


Key Responsibilities

  • Develop, configure, and maintain IBM ODM rules to automate clinical and business decision-making processes.
  • Translate business requirements into executable ODM rules, decision tables, and event flows.
  • Perform end-to-end ODM development: authoring, testing, and implementing decision services.
  • Collaborate with business analysts, nurses, and clinical SMEs to ensure rules reflect CMS and internal policy requirements.
  • Work closely with Java developers and database engineers to integrate decision services with existing systems.
  • Participate in Agile ceremonies and contribute to sprint planning, refinement, and retrospectives.
  • Support rule deployment, versioning, and troubleshooting in development and production environments.
  • Serve as a technical SME for ODM development and mentor other developers as needed.

Required Skills & Experience

  • 5+ years of hands-on experience with IBM ODM/ILOG JRules development and deployment.
  • Strong understanding of business rules management systems (BRMS) concepts — XOM/BOM modeling, decision tables, and virtual Java functions.
  • Proficiency in Java (C# experience also acceptable).
  • Working knowledge of databases and data integration concepts (SQL preferred).
  • Familiarity with Agile development frameworks.
  • Strong collaboration and communication skills — able to coordinate effectively across onshore and offshore teams.
  • Proven ability to work independently and take ownership of deliverables in a fast-paced environment.

Preferred Qualifications

  • Experience in healthcare or managed care, particularly within clinical or utilization management domains.
  • Familiarity with Medicaid/Medicare or CMS compliance requirements.
  • Experience with Azure DevOps, Git, and CI/CD pipelines.
  • Exposure to performance testing, rule tuning, or DevOps practices.
