Richmond, VA

Onsite Role


Our client is seeking a highly experienced Senior Business Analyst to lead the implementation and integration of mission-critical law enforcement systems in Richmond, VA. This onsite role requires deep expertise in requirements gathering, business process re-engineering, and testing readiness, with a strong focus on SaaS/cloud-based solutions and organizational change management. The successful candidate will analyze current systems, perform gap analysis, document functional and non-functional requirements, and ensure supplier deliverables align with project goals. Responsibilities include overseeing quality assurance and user acceptance testing, developing comprehensive requirement artifacts, managing user profile security, and providing training and support during system rollout. The ideal candidate will possess over 10 years of business analysis experience, proficiency in business process modeling, system integration, and testing, as well as strong leadership, communication, and problem-solving skills. Experience with Agile, Waterfall, and Hybrid development methodologies, and technical proficiency in Microsoft Office Suite, UML, Jira, and systems architecture is preferred. Success in this role will be measured by accurate and timely documentation, high-quality testing and validation, effective collaboration, positive stakeholder feedback, and successful system adoption with minimal disruption.


MINIMUM QUALIFICATIONS

  • 10+ years of experience in business analysis, including COTS and SaaS implementations
  • Proficiency in Agile, Waterfall, and Hybrid development methodologies (preferred)
  • Certified Business Analysis Professional (CBAP) certification (preferred)
  • Strong skills in requirements gathering, business process modeling, and system integration
  • Experience with test planning, execution, and quality assurance oversight
  • Excellent communication and facilitation skills with technical and non-technical stakeholders
  • Proficiency in Microsoft Office Suite (Word, Excel, Visio, PowerPoint, Teams), UML, business analysis tools, and Jira
  • Understanding of systems architecture, APIs, databases, and security access/user profile management
  • Ability to lead organizational change management and support user acceptance testing (UAT)
  • Strong leadership and facilitation skills in cross-functional environments
  • Experienced in creating business and system requirements for on-premise and web/cloud-based applications
  • Strong organizational, analytical, and problem-solving abilities
  • Self-motivated with the ability to build rapport and maintain positive working relationships
  • Succinct in delivery—aware of the audience, key points, and topics and delivers in the appropriate format (verbal and written) and timeframe; speaks to multiple levels in the organization

RESPONSIBILITIES

  • Lead the review, analysis, and evaluation of current business systems and user requirements
  • Perform gap analysis and re-engineer business processes to align with new system capabilities
  • Elicit and document functional and non-functional requirements using techniques such as brainstorming, interviews, data mining, and document analysis
  • Maintain traceability matrices and process flow diagrams
  • Coordinate and document communications between project teams, interface partners, and suppliers
  • Identify opportunities to replace existing software or processes with new applications and business processes
  • Ensure supplier deliverables align with documented requirements and project schedules
  • Conduct quality assurance and testing oversight, including writing and reviewing test plans
  • Develop and distribute management reports on testing progress, risks, and issues
  • Produce comprehensive requirement artifacts such as use cases, business rules, interface requirements, activity diagrams, wireframes, test cases, traceability matrices, and error validations
  • Define roles, access rights, and manage user profile security
  • Support and lead user acceptance testing (UAT) in collaboration with QA teams and business stakeholders
  • Provide training and support for end users during system rollout
  • Represent the organization in vendor interactions and ensure alignment with agency goals
  • Accurately and timely document business and system requirements
  • Ensure high-quality testing and validation processes that guarantee system readiness
  • Collaborate effectively with internal teams and external vendors
  • Deliver accurate, timely, and complete reporting including risk and financial updates
