School-Based Health Services Program Manager (Medicaid)

Overview:
The Kentucky Department for Medicaid Services (DMS) is expanding access to school-based health services for Medicaid-enrolled students, with a strong focus on mental health. We’re seeking a high-caliber program leader to oversee, coordinate, and advance this initiative in partnership with school districts, educational cooperatives, community providers, and state government leadership — including the Lt. Governor’s office.
Key Responsibilities:
- Lead planning, coordination, and implementation of the School-Based Services (SBS) Program statewide.
- Serve as the primary liaison between Medicaid, school systems, community mental health providers, and educational cooperatives.
- Collaborate with the Lt. Governor’s office and other state leaders on program development and priorities.
- Develop and deliver school-based training programs to address knowledge gaps and ensure compliance with Medicaid regulations.
- Create written guidance, toolkits, and resources for districts, providers, and stakeholders.
- Analyze claims data, provider reports, and survey feedback to evaluate program effectiveness and identify improvement opportunities.
- Promote program services through community outreach and social media campaigns.
- Support funding sustainability efforts to maintain services beyond the current grant period.
Required Qualifications:
- Bachelor’s degree (minimum) in public administration, business, education, or related field.
- 5+ years full-time experience in program coordination/management within healthcare, education, or government settings.
- In-depth understanding of Medicaid regulations, particularly in school-based services or healthcare programs.
- Proven ability to use data (claims, provider reports, surveys) to inform strategy and improve outcomes.
- Experience engaging with high-level government officials and multi-agency stakeholders.
- Strong communication skills — able to create clear written guidance and deliver impactful presentations.
Preferred Qualifications:
- Tableau or similar data visualization experience.
- Background in youth mental health initiatives.
- Experience securing and managing grants.
